La reciente experiencia de reforma del sistema universitario portugués ofrece muchos ejemplos sobre cómo nuestros vecinos han superado algunos obstáculos que les dificultaban avanzar rápidamente en la modernización de sus instituciones. Han puesto en marcha un modelo que se caracteriza por posibilitar la autonomía universitaria emparejada con una cierta centralidad tanto en la oferta de títulos, como en su funcionamiento y, también, en su financiación. Del mismo modo se observa que el proceso seguido ha facilitado se hayan alcanzado cotas más elevadas de democratización.
